Yolanda Martínez

GovStack Lead, ITU

Yolanda is a digital transformation expert with over two decades of experience leading initiatives in the public and private sectors at the international, national, and subnational levels.

She is currently GovStack Lead at the International Telecommunications Union. Prior to this, she was the Inter-American Development Bank Country Representative in Chile. At the Mexican government, Yolanda led the innovation and modernization strategy of the City of Zapopan. Later, she served as the Head of Digital Government at the Federal Government and was appointed as the National Coordinator of Mexico’s Digital Strategy.

Yolanda has also worked as a policy advisor and consultant in the digital sphere for various governments and international organizations, including the UNDP, World Bank, and GIZ. She also held managerial roles in the private sector, such as Strategy and Operations Manager at Deloitte Mexico and Country Manager at IMC.

Additionally, Yolanda founded the University of Guadalajara’s Center for a Knowledge Society. She was recognized as one of the top 20 global influencers in digital government by @political and Included in 2024 – Pioneering LAC Women in AI – by WIRED. She holds a Ph.D. in knowledge and information society from the Universitat Oberta de Catalunya and a master’s in public policy and management from Carnegie Mellon University.
